Title Insurance in Iowa

Apparently Iowa has some bizarre rules about title insurance that specifically exclude title insurance There is a state mandated system of title guaranty which is used in all commercial real estate transactions set up by the Iowa Finance Authority.

My questions are: 1) should I use a title insurance company anyway even if the insurance would therefore be purchased out of state and much more expensive, and 2) who should I use as the escrow agent in the event that I use the the in-state system?

Does anyone out there have any experience with this in Iowa?

Are there any other quirks about Iowa that I should be aware of?
