We use Micro Edison and they are great. They provide us a spreadsheet. Our manager completes the spreadsheet each month and then we send to Micro Edison. They create the bills and mail to tenants. We then collect the payments from the tenants. We pay Micro Edison about $1.50 +/- but we charge the tenants a “base charge” each month of $5.00. It is ANOTHER profit center! 
I like using Micro Edison because they keep us out of trouble with new riules/regs but also provide an external review so that tenants cannot say that we overcharged them, etc.
