Removing Trailers to replace water and sewer lines

I have a mobile home in a seasonal park owned by the city it’s in. The park is from the 60’s and the water and sewer lines need to be replaced.

The city is forcing the residents in a section of the park to remove their trailers for a year to complete this work and then they can bring them back.

Has anyone heard of this and isn’t there another way to complete this work and not move any of the trailers?

Generally speaking, moving the homes to replace sewer and water lines is not necessary.
Most parks are designed in a grid pattern.

It’s relatively easy to run the main sewer and water lines down the center of the roadway and extend them to each home with a lateral line.
