I am looking at a MHP in AZ that over bills the tenants about 20% for utilities in the amount of roughly $19k per year. It is all City services master metered and passed through but has a pretty big impact on NOI. Does anyone know if this is Legal in AZ? It seems to be accepted but still of concern.
