New laws regarding financing and mobile home sales in Texas

I am looking into buying an totally rundown MH park in a small town in Texas. Also I may purchase several abandoned mh on individual lots. My question is, in Texas you now have to have a dealer license to sell more than 2 mh a year? I was planning on financing them myself but I understand as of a couple of months ago a law was passed that says I can not finance without a license. Am I understanding this correctly and is there any legal way around this? I have been single family homes for a few years and wanted to do something different. Thanks
