My Park Rules and lot lease advise

I just purchased a small park in Texas with 14 mobile homes. I need to write the MH Park Rules. Does anyone have some they can share.

I want to allow people that own mobile homes to rent them as long as I approve the new tenants.

Does anyone have any tips or statements I can write on Lot Lease regarding subleasing?

Can I deny someone because they refuse to provide id or to fill out the application. ?

They are already there and they refuse to provide any personal info. They are on a month to month tenancy and have a verbal agreement with the MH owner.

There is currently no Lot lease agreement in place. Once I present one for the MH owner to sign, if his tenants refuse to provide identity can I evict the MH owner if I have some clause in the lot lease.

Please advise
