I have found communities by looking up licensing boards, researching trade associations, doing internet searches, and even seeing them on my car’s GPS as I drive by.
To find owners you could look up each parcel on the county tax records. Once you know the owner identity, you can find the manager of registered agent of the owner on the secretaries of state (except in the few states where contact details are anonymous like in Delaware). To find the contact’s phone, you could use a skip-trace service to find phone numbers, email addresses, and mailing addresses.
The process is actually easy, but takes a huge amount of time and the data becomes obsolete very quickly. It can easily take 5 to 15 minutes to gather all of the details on one property.
