What precautions should be taken to prepare a well and septic system in a mobile home park for freezing temperatures?
For Septic, you don’t have to do anything. When it was designed and installed, it should have been designed to handle the freezing weather. IE, the tank is buried deep enough, lids covered, etc. Plus, septic systems actually generate heat from bacterial activity.
For Well and for the park in general, we go around and cover exposed pipes with an insulating blanket. Also, you should double-check that all heat tapes are working.

Not really much you need to do for Electrical. I would ask the tenants to report any brownouts or surges. That usually means you have a loose lug in the pedestal or a neutral going back. It could also be a bad plug if the homes use an RV-style plug.
Hot and Cold cycles and make the lugs “back out”. This is usually the most common if you are running Aluminum wires.
