Electric company hit and broke our water main

Hi everyone, I’m new here and new owner of a mobile home park in Pennsylvania.

The contractor for the electric company is replacing parts of their grid and they hit our water main, now 3 different times.

We dug it up and we are replacing the main and valves. Some of the streets had to be shut off. Obviously this is an emergency and we are doing everything we can.

We sent out a blast message via phone call to everyone.

  1. are the contractors of the electric company financially responsible for these repairs?

  2. how many days do we legally have for repairs?

  3. can tenants withhold rent due to no water?

  4. any other information regarding the law would be so helpful or point me in the right direction.

We have a few very angry tenants spreading their rights on social media, saying they don’t have to pay rent and filing complaints to the DEP.
