Direct Bill Utilities Park Owner Responsibilities

Hi,

I have a park that is direct bill (water, electric, sewer) and recently sprung a leak in my water line. Previously the city has always repaired any leaks in the main line (through the park) but this time they’re balking. Has anyone ever encountered this before? I was under the assumption that direct bill utilities meant the park owner is responsible for any issues from the home to the main line but the city would handle everything else. If not, then is the only benefit to direct bill vs sub-metering is the lack of maintaining the individual metering at each home?

What exactly is the City telling you? Each day that passes water is leaking and they are the ones paying for it, correct? Direct bill utilities doesn’t necessarily mean the city owns the w/s lines and is responsible for fixing/maintaining them. if they’ve done this in the past and they now want you to do it I would push back… and require some sort of official statement/document that has an official start date that is after they fix this leak.

The city is telling me they won’t fix this but admitted they’ve fixed leaks in the past but shouldn’t have. So I’m like what the heck, agree that them providing me some sort of notice might be the best option then I’ll have to suck it up for any future issues…I just don’t want them to say we’re done with the direct billing and see them force me into sub-metering.

There’s another recent thread on this topic. So in the meantime they’re letting water continue to leak? Did the City install the w/s lines or did the Park (are you depreciating that infrastructure)? You may have to bite the bullet. I suggest you try to have them fix this leak and agree to fix future leaks. Put together some sort of agreement and have it state that they will continue to bill the tenants. I’d also include something that says they will pay for sewer clogs (they probably won’t agree but it doesn’t hurt to ask). If they refuse to continue to bill the tenants have them agree to give you the meters and any extras. How many tenants do you have? I have 70 and read meters monthly - I calculate their bill using a spreadsheet and bill the tenants for w/s and rent. It takes me about and hour start to finish.

Yes, they’re letting the water leak since they don’t want to fix it. I’ve never been billed for any overages either, direct bill to the tenant since I’ve owned it. I’m not sure who put in the lines, the park was expanded by FEMA after a major historical flood back in the 80’s. I have 100 residents…I’ll try your idea, thank you!!
