I have a vacant lot, and a prospective tenant is asking if I’d accept a 12x40 tiny home. No wheels. Any downsides to allowing one of these in the park?

Yes, the park is in county and they don’t have any restrictions. Is that the only thing I should be thinking about? Any downsides side to having this in the park!
I would do it if there was demand for it. It would be a perfect home for a retiree with limited income.
IMO, the most important thing is how easy will it be to get it out of your park. Make sure that it is “set” in the same way a mobile home is so they can roll it out of there when the time comes. How is it moved? Do they install axles when moving? If it is craned into place, is there enough access for that? What about connections? It’s a tiny home wired for 200 AMP service, and your park only has 60 AMP service available… The only downside I have ever heard is that the government doesn’t want you mixing types in the same park, but, if you’ve already got their approval, I think this is a good thing for the park.
I am concerned about evicting them. There is not title to the home, so once you evict them how do you get possession back? Typically, when we do an eviction we end up doing a lien sale on the MH to obtain a new title so the home can be resold. This unit is basically a livable shed. I doubt there is any titling on it.
Also, who is going to give you a C/O? My concern is if you allow a death trap into your park and it catches fire and takes the lives of the occupants. Additionally, what if it catches additional units on fire.
I doubt they can get an Insurance policy for it.
My vote is to say no.
That does not look to be a “tiny home.” It looks like a shed or garage with a window. Unless it was professionally built (e.g. has a HUD Code sticker or the equivalent for a road-ready DOT registered RV), I would stay away. It also looks horrible, and will degrade a property with its appearance.
