each one plays a role in what can and should be offered, pad prices and cap rates vary so much state to state.
how much room to grow rents over the next year? is it under market for the area in rents now and by how much, all these factors should be something you are looking at when deciding what to offer. if there is a pricing on the table and the seller has an idea of what they want and can tell you what their expense ratio is to that, you can extrapolate the rest of the information to get a price that is safe for your offering ideas.
there’s also software out there you can use to plug and play with numbers to get a base line.
did the seller say a price per lot or cap rate? that will help with this as well.
