Does anyone have experience sub metering water and sewer in Massachusetts and can relay their experience.
Below is an extract from the Mass AG office on the topic. My question is on the “metering by a utility company”. Seems most parks owners install the meters and have the manager take the readings which would be in conflict with below.

You cannot be directly charged for your use of any utility unless there is individual metering by a utility company, and your occupancy agreement provides for such a charge. 940 C.M.R. 10.05(4)(b)(3) and 10.05(4)(e). Your community owner/operator, however, can recover the cost of providing utilities to you indirectly through your rent, as long as such costs are distributed equally among all households. 940 C.M.R. 10.05(4)©.
