Site preparation in other states

I may soon have some money from the sale of a home and am considering a small, turn-key, park in any state other than Ohio. One of the biggest problems here is that a home may not be placed in a park without extensive upgrades to an existing site. You’ve got three choices and all of them are expensive plus there have to be some electrical upgrades. I figure $4K per site and it’s killing both me and I’m sure other small communities.

What I’d really appreciate knowing is what is the situation in other states? Do you have to put in (lots of) piers, or (deep and wide) runners or full concrete pads? Where is it fairly easy to bring in homes to existing sites in communities?

Is what I have to do just an Ohio (PA is also tough from what I hear.) thing or are such rules spreading all over the country?
