MHP located in Mega Quake Zone, what is MY liability and will insurance make me whole?

Strong possibility of liquification of soils, tsunami damage, over 5 minutes of waving earthquake damage, an estimated drop in elevation of 15-30 feet (that may result in putting the park into a flood zone elevation), tenants possible deaths, etc. This event will be worse than what we saw in Japan a few years ago. This is a “will happen” scenario, not a maybe. Can I insure myself to make the park whole again? A complete rebuild from the ground up is very possible. Right now the state and FEMA believe they would be able to restore basic amenities (roads, electric) in a year give or take. While I don’t know if it will take place in my lifetime, I do want to know what MY worst case scenario would be before making an offer. I am looking for feedback on the insurance and what the government can do to me on the rebuild…
