Determing site size

How can I tell what size mobile home can fit into a lot. Is the actual size based on the concrete pad, or is it just what size I can safely pull into the lot. Because the park that I am buying has big lots but most of the homes in there are small so I’m wondering if there is a rule of thumb with determining size or does the city make that determination???

Depends on zoning. If this park is conforming and subject to city requirements, then the lot setbacks based on their regulations will dictate the size of the home. If non-conforming then the existing setbacks in use can be maintained. You don’t often see where a non-conforming park has less desirable setbacks than a conforming park, so am guessing this is conforming, but you need to check with the city’s zoning department.
