Who is at fault owner ( me ) or TOH

Sewerage leakage from under a TOH , i thought the septic tank was backed up , but it was opened and the septic guy said it didn’t need pumping,If it’s not the septic tank then it has to be the the plumbing. Who’s responsible for the plumbing. I took the stance that I’m only responsible for the ground and underground. Am I correct?

Yes, you are correct. Tenant is responsible from connection at ground to and throughout their home.

I will echo tmperrault in confirming the home owner is fully responsible for all plumbing above ground.

First confirm that there is not a blockage in the underground between the home and septic to insure your line is not the cause of a backup. This is a very common problem and in some cases it is right where the septic enters the tank due to a build up of phosphates from laundry soaps.
