Does anyone know if utility infrastructure has any bearing on the 60x and 30x value multiple?
In other words, does this multiple apply to a park with public sewer or private septic?

The 60/30 rule is just a ballpark approximation. There is no bearing in the equation for the different types of water, sewer, etc.
