No, no success convincing the city to bill the tenants directly.
I’ve been successful putting the water and sewer bill on the tenant (I did it over 2 years - the previous park owner installed water meters). I just gave up on fighting the city to have them bill direct and reduce the base fees. When tenants complain that the cost is high, I tell them I agree with them and that they need to call the city because there’s nothing I can do about it.
