I’m following up on a mobile home park with some curious operating permits. The prospectus states that the state’s Department of Housing and Community Development permit provides for 39 mobile home spaces and 9 RV spaces,while the city’s conditional use permit provides for 43 permanent stay spaces. What does this mean? Which permit has the highest authority? Would it be the city or the state which enforces mobile home park permits?
