I agree with Don. Since the homes are already in your park, just lease/option and keep them there. One thing you can do is put vinyl siding over the metal exterior on those older homes to make them appear much newer. (There were several of these done at Riverbend. Did you remember them from the Bootcamp?).
As far as the licensing issue, talk to Doug in Sante Fe about this. He knows all of the regulations and how to legally get around them.
