Mobile home ratio

I’m looking at a park in a small town. Population 7000. When you add up the spaces of all the parks in the town it is over 450 with 3 people per home that is 1350 people out of 7000 or 20%. Seems pretty high.
But town has 50% Hispanic population and most are Farm workers. What kind of ratio of housing is normal for mobiles to make up in a town. Town also seems to allow more parks to be built. I’m not under contract but it is one the first things on my list to do once under contract is to get a firm handle on the ease of building new parks.
