Have someone wanting to bring in a home. Two people will be living there. The one has been screened. The other has no social security number. They only have an out of the country drivers license. How do you properly approach a situation as this?

I would ask for letter as to their character from local police department where they live, verify their previous address and check with that police department as well.
Check their employment history.
Find out as much as you can about the applicant without a SS# but in the end only approve the one you can fully screen as a tenant. The second person would only be a “guest” in the park.
