Getting new residents in a zero population growth area

How difficult is it to get new residents in a city without population growth? I’m looking at a park in a city that is projected to have zero population growth over the next few years. The city’s economy is stable and diversified with about 100k residents within a 7 mile radius of the park.

Common sense tells me it’s easier to attract new residents to a park in an area with a growing population, but I’m wondering just how difficult it will be to get new residents in an area without population growth.
