Our city is charging per meter even though we maintain and bill our tenants ourselves.
Is this normal. It seems to us that since the City only reads one large meter (we own the large meter) and does not read or maintain any of the Park infastructure we are being charged for services not rendered.

First off I would probably just call the City and ask ‘whats up?
It appears you have a fixed rate charge per meter with a total volume charge. The fixed rate charge usually includes a minimum usage charge per meter. This allows the City to bill a minimum amount for volume even if you don’t use any water ie on vacation for a month. Then you would pay for anything above the minimum volume. Hopefully they are then taking the number of meters you have, multiplying that by the minimum volume and giving you the minimum volume on your main meter.
Your city may do it differently but word of advice is that before you start billing your tenants for water you need to have a good understanding of how you are being billed. You are not allowed to profit from surcharged utilities billed so it is important to understand everything correctly.
