Here is the latest news on HUD’s implementation of the statute signed into law by the President in July. Apparently, HUD decided it did not have to go through “Rulemaking” - so they will not draft new regulations that are published for comment in the Federal Register, but will issue an “Implementation Notice.” This information and Initial Guidance is currently posted,but dated October 24, 2016 (tomorrow), on the HUD website: https://www.federalregister.gov/documents/2016/10/24/2016-25147/housin…

Although the new policy was to be published before the year end according to information that jhutson received from HUD - no new policy has been released. At this point, it is unlikely that it will be issued before the new year. If you want to follow along for fun, you can check this website periodically for the new policy:
