Can you develop a MHP?

I read an article saying that you cannot create new MHP anymore and the supply is diminishing. I’m new to the space and would like to why or if this is even true.

In addition, if you hypothetically had a 10 acre park, with only 15 pads but had the room to fit 20 more, could you put new pads in?
