Beginner question about *tiny* MHP's

My traditional 1st stupid question when joining a new forum…

I live in Georgia. Driving around the sticks, I’ve noticed some very small plots of land (1 acre, give or take) with fewer than 8 mobile homes. I assume these are someone’s investment property. I’m still learning about zoning law but are these mini-parks grandfathered in or are folks still able to obtain permits for them these days?

For the noob MHP investor, I’m guessing a 1000 pad park isn’t the best way to get your feet wet but making MHP zoning too easy would attract poor park operators.

Additionally…

If there are zoning laws that prohibit mini-parks, are they at the Federal, State or Local level?

Or all of the above? Is there a workaround?
