Tenant Buy In on Water Submetering

I’m running up against a municipality that will not allow us to resell water to the residents. We don’t want to anger the city for a number of reasons. Anybody have a creative way to charge residents for water without actually reselling it or “technically” submetering? Is RUBS the only other option? Will

Example lot rent is currently $200.00 raise rent $40.00 to $240. Give a water conservation discount for usage less than 3000 gallons of $20.00 per month. It is now not rebilling for water but encouraging conservation. It is all how you present it :)…

Having the meters is good for water conservation and leak detection. Perhaps the city wants to direct meter the homes, or is this a pure discrimination play? Could be fun to hide the meters under the home and use a wireless reader.
