Sub-master metered water and electric utilities

I am developing a parks infra structure for water and electric pedestals with meter cans for the bubble meters. Question, all bills paid concept with a useage meter with 1 master meter from the service provider and thereafter planning for under ground cable and conduit from supply main pole to individual lot sites to trailer for hook-up to trailer panel box. The owner would hold security deposits in escrow pending tenant residency in a rental park should they not pay the monthly fee charged. Any comment or experience from Frank Wolf or park owners would be appreciated as the submetering industry is becoming more affordable. Thanks,Ed Brackin
