Rubs vs. meters minimum charge?

my understanding that in a perfect world of billing water to tenants (assuming no broken meters by tenants or cut wires), meters would be a better system than Rubs.

that being said, has anyone ever tried metering with a minimum charge for broken meters (kinda like the $25.00 lost parking ticket charge in a parking garage). so to deter tenants from deliberately breaking meters to avoid high water bills, you charge a fee (100+?) for a broken meter fee to deter people deliberately breaking meters and cutting wires.

Just wanted to say that I like the idea and this will ensure tenants are extra careful about the meters.
