Porches and decks on tenant owned homes - licensed contractors?

I recently created a policy whereby residents need to submit a drawing for my review and approval before starting construction of decks, porches, and exterior stairs. The big thing I’m concerned about is ensuring these structures do not exceed setback requirements.

Does anyone with a similar policy require residents to hire only licensed contractors to complete the work? I’m just concerned about someone hiring cousin Johnny to build something that is not visually appealing or structurally sound.

I have a form that I use for home improvement projects and I also inform my residents of permits that need to be pulled before doing any work and anything over $500 need a licensed contractor. HCD usually pegs them on the plans they draw up and check on the license contractors number and history.
