ISO guidance with necessary City variances for 45+ year old community

I have a community that is 45+ years old that I tried unsuccessfully a few years back to subdivide into individual lots. The City refused it because the subdivision does not comply with several of the City regulations like lot sizes and setbacks among other things. I would like to attempt to do this again with the help of someone knowledgeable with City codes and variances. Can you recommend anyone?
