Hurricane Recovery for Parks with Mostly TOHs

I’m curious what recovery/risk mitigation strategies folks on here have with regard to natural disasters that destroy tenant owned homes. I know loss of income can cover things for a period of time, but if you aren’t insuring the TOHs and that comprises the bulk of a park’s income, how do you go about filling the park back up before the loss of income insurance expires?

I remember after Hurricane Katrina (Louisiana) that FEMA stepped in to fill parks with homes if they had a lot of spaces available since so many people were displaced. I don’t recall who would take care of removing flooded or otherwise totaled homes. Whether FEMA payments meets your business strategy is another thread…

I’m not aware of any other “quick” solutions unless you want to come out of pocket a lot of money.
