I have struck out on FEMA. I have pursued every path and come up empty. It seems like Fluor (contractor for FEMA) and FEMA have little or no communication with each other and the public. Nobody knows what anybody else is doing at both organizations. I have come across 2-3 individuals that seem competent in other states but when I ask them for a Texas contact they want to help but cannot provide me with any information do to the lack of any organization within Fluor/FEMA. It seems like everybody acts as an island in these two organizations.
