I need to budget out a large scale in-fill for a park in PA. Average home prices in metro area don’t support bringing in new homes so I am looking at pre-owned.

Look on Craigslist and post there. Call local park owners to see if they have stuff to get rid of. Call mh movers and see if they know of stuff available . Always incentivize them to keep them on the hunt for you and let them know they will be moving the homes for you now and in the future. Good luck and keep us posted.
