Buying land with utilities zoned as mobile home park

New to the community. Thank you all for the incredible information gleamed, simply by doing the reading here on the forum.

Would you ever buy the type of park zoned as a mobile home park, having been a mobile home park, currently no homes; all have been removed due to dilapidation, having 22 pads city utilities with the strategy of filling your park with tenants moving their brand new homes, financed through a referring bank, buying the home through you as a dealer?
