Building permit scheduling problems

The new code enforcement officer requires a building permit before a home moves into the park. To issue the permit, he requires a bill of sale and proof of property tax payment to the prior town. The problem is a home usually moves within 2 days to a week after signing the bill of sale - long before he can issue a permit. Thus we get stuck with an after the fact permit at double the cost.

Does anyone else have this problem? How do you get around it? Does your code officer require a bill of sale to issue a permit?
